Homelessness Partnering Strategy information

The Homelessness Partnering Strategy (HPS) is a community-based program that relies on communities to determine their own needs and to develop appropriate projects. The HPS supports 61 designated communities and some small, rural, northern and Aboriginal communities to develop local solutions to homelessness.

The HPS partners with provinces and territories, communities, and the private and voluntary sectors to strengthen capacity and to ensure sustainability. It carries out research to foster a better understanding of homelessness, and it collects and promotes best practices to help design the most effective responses.

The HPS recognizes that stable housing is a basic requirement for improving health, parenting, education, and employment. The HPS supports community initiatives that use a housing-first approach, and it emphasizes transitional and supportive housing to help individuals and families move to greater autonomy and self-sufficiency.

Funding Streams

Members of the NBNPHA may be interested in accessing HPS funding streams.

Designated Communities - Funds projects based on local priorities as identified in 61 communities across Canada. In New Brunswick, designated communities include Bathurst, Fredericton, Moncton and Saint John. A Call for Proposals for this funding stream closed on November 9, and announcements regarding new projects will follow.

Rural & Remote Homelessness - Funds projects in rural areas, with priority given to communities with populations less than 25,000.

Aboriginal Homelessness - Targets off-reserve homelessness, particularly activities which promote inclusion within Aboriginal community and services that are integrated and culturally appropriate.

National Homelessness Information System - Supports local training and projects related to community shelter data collection.

Surplus Federal Real Properties Homelessness Initiative - Makes surplus federal properties available to help prevent and reduce homelessness.

Homelessness Knowledge Development - Provides grants and contributions to stakeholders for homelessness research relevant to communities.

Horizontal Pilot Projects - Funds horizontal pilot projects developed with the Homelessness Partnering Secretariat and other Federal departments.
